國民黨完全執政 行政立法監督制衡新考驗

中國國民黨總統候選人馬英九以大幅度的票數差距，當選新任總統，拿回失去八年的執政權，同時擁有國會絕對多數，達到完全執政目標，可預見行政、立法關係將由緊張趨於和緩，並提升行政效率，但可能更壓縮議案的多元辯論空間及小黨的異議能量，監督制衡關係面臨新考驗。
　中央選舉委員會主任委員張政雄晚上宣布，馬英九與國民黨副總統候選人蕭萬長當選中華民國第十二任總統及副總統。
　民主進步黨執政時代，藍綠都曾提出許多爭議性議案，如行政院提出政黨不當取得財產處理條例草案，國民黨立法院黨團提出以政黨比例組成的國家通訊傳播委員會組織法草案等，立法院成為朝野攻防戰場，拖慢議事效率，行政、立法關係緊繃。
　中華民國憲法增修條文規定，行政院對立法院決議的法律案、預算案、條約案，如認為有窒礙難行時，得經總統核可，於該決議案送達行政院十日內，移請立法院覆議。若覆議失敗，行政院長接受決議即可，不必辭職，行政院提覆議也就成為過去八年，民進黨在黨團復議失敗時的議事攻防手段之一。
　上述情況在國民黨執政後，行政、立法關係應可由緊張趨於緩和，國民黨籍立委丁守中就說，前總統李登輝執政時代，行政、立法有黨內溝通機制，至少各部會次長應與國民黨團建立對口單位，加強聯繫溝通，避免行政與立法間的衝突。
　至於總統或行政院長提名，須經立法院同意的許多人事案，包括監察院、考試院、司法院、檢察總長、國家通訊傳播委員會等，在國民黨掌握國會多數情況下，杯葛行使同意權的情況可望不復見，一名北部國民黨籍立委就說，只要依照憲法，沒有杯葛理由。
　為避免「一黨獨霸」質疑，馬英九競選時拋出司法院、考試院、監察院長擬由非國民黨人士出任的訊息，但這三個憲政機關人事案都須經立法院同意，若大法官、考試委員、監察委員提名人選不如社會預期，屆時立法院能否做好把關工作，備受外界關注。
　過去立法院的議案三讀流程，最為人詬病者即在密室朝野協商，無法公開呈現公共政策的多元辯論觀點，民間團體也無法在朝野協商表達意見，議案往往流於喊價，法案品質粗糙。
　長年鑽研政府體制的前民進黨籍立委林濁水憂心，雖然馬英九大勝，但國民黨較趨近外造政黨體質，行政、立法體系外還有一個實體黨中央，可能會擔心若賦予立法院黨團太多職權，會有脫軌表現，相對地，卻可能招致外界以黨領政質疑，這是國民黨應面對的問題。
　值得注意的是，根據司法院大法官審理案件法規定，民進黨團、無黨團結聯盟黨團現有席次未達聲請釋憲門檻，林濁水表示，這將是制衡功能的缺失，尤其在國民黨完全執政後，對民主憲政可能造成不良影響。
　國民黨在立委選戰告捷後，經過總統選舉洗禮，重新贏回人民信任，一舉拿下行政與立法權，人民期待國民黨能展現執政效率，戮力發展經濟，厚實國力，或許行政、立法關係不若過去緊張，但如何落實監督制衡機能，避免權力過度集中的「一黨獨大」疑慮，將是國民黨無可迴避的挑戰。

Easy Ways to Spice Up Your Rice

Rice doesn't have to be a bore. With little effort, it can be the star of your meal. Here are four delicious and easy rice recipes that come from Mexico, South Africa, and India. They're a great way to add a little fun to everyday dinners.
Try these with grilled or broiled chicken, fish, beef, or pork and a nice, big salad.

Arroz Verde

Serves 4
3 1/2 cups chicken broth or water

2 chopped poblano peppers, stems, and seeds removed

1 chopped jalapeno or serrano pepper, stems, and seeds removed

2 chopped scallions

½ cup chopped fresh cilantro

½ cup chopped fresh parsley

1½ teaspoon salt

3 tbsp vegetable oil3 cloves garlic, peeled, and finely chopped

2 cups long-grain rice

Juice of 1 lime
1. Place the peppers, scallions, parsley, cilantro, garlic, and salt in a blender and process until smooth. Add a little water if needed.
2. Heat the oil in a large saucepan. Add the rice and stir to coat all the grains. Cook, stirring for about 2 minutes more.
3. Add the ingredients from the blender to the rice and stir two more minutes, to incorporate well.
4. Add the chicken broth or water, and reduce the heat to low. Cover and cook until the water is absorbed, about 15 minutes.
5. Turn the heat off and stir in the lime juice, making sure it's evenly dispersed.

Mexican Red Rice

Serves 6
2 cups long-grain white rice

3 tablespoons vegetable oil

3 cloves finely chopped garlic

3/4 cup finely chopped onion

1/2 cup finely chopped green pepper

1 28-ounce can diced tomatoesApproximately

3 cups chicken broth or water1 teaspoon ground cumin

2 teaspoons salt
1. Heat the vegetable oil in a wide pot.
2. When hot, add the chopped garlic, onion, and green pepper. Cook over medium heat, until theonion turns translucent, but not brown.
3. Add the rice and stir to coat. Cook approximately 3 minutes, stirring constantly.
4. Add the diced tomatoes. (Reserve the liquid.)
5. Measure the remaining tomato liquid from the can and add enough chicken broth to equal 4 cups total.
6. Add the liquid, salt, and ground cumin to the pot. Stir and cover. Simmer over medium-low heat approximately 20 minutes, until liquid is absorbed.

South African Yellow Rice With Cinnamon and Raisins

4-6 servings
3 tbsp vegetable oil

2 cups long grain white rice

2 sticks cinnamon

2 tablespoons brown sugar

1 ½ teaspoons salt1 teaspoon turmeric

1 cup raisins

3 ½ cups water
1. Heat the oil in a medium-size saucepan. Add the rice, and stir to coat completely. Add the remaining ingredients, bring to a boil, cover, and let simmer over low heat until all the water is absorbed.

Indian Lemon Rice With Ginger and Peanuts

4-6 servings
2 cups basmati rice

3 cups water1 teaspoon salt

1 tablespoon vegetable oil

2 teaspoons black mustard seeds (or white if unavailable)

1 tablespoon minced, peeled fresh ginger

½ cup finely chopped, salted, roasted peanuts

½ teaspoon turmeric

3 tablespoons fresh lemon juice

1 tablespoon of fresh grated lemon zest or peel
1. Rinse the rice and drain. Bring the rice, water, and salt to a boil and cook over low heat, until all the water is absorbed. Remove from heat and let stand, covered, for 10 minutes. Fluff the rice with a fork.
2. Heat the oil in a 12-inch frying pan over moderately high heat. Cook the mustard seeds, stirring until the seeds begin to pop. Add the ginger and peanuts, and stir another 2 minutes. Add the turmeric, and stir one minute more.
3. Add the spice mixture to the cooked rice and mix thoroughly.
4. Stir in the lemon juice and sprinkle with the lemon zest.

費鴻泰揚言“以死謝罪”馬英九：自責過深

就到綠營競選總統引發衝突，國民黨費鴻泰不但宣布退黨，還揚言如果此事導致國民黨總統候選人馬英九落選，他不排除結束自己的生命。馬英九認為費鴻泰已經展現充分誠意，但自殺這種舉動，有點自責過深。
馬英九表示，費鴻泰已道歉，也退黨。他認為，費鴻泰已表達非常充分誠意，有點自責過深了。
費鴻泰、羅明才、陳杰、羅淑蕾4人質疑第一金控出租大樓給謝蘇總部出現問題，故在12日要求財政部長何志欽等官員陪同前往謝蘇競選總部，在謝長廷總部與綠營發生衝突事件。何志欽已就事件引起社會不安辭去財政部長一職。
綠營指衝突事件顯示已在立法院成多數黨的國民黨一黨獨大，呼籲選民投票支持民進黨謝長廷出任總統，平衡政治權力。
國民黨今早宣佈，對涉及事件的4名黨內立委費鴻泰、陳杰、羅淑蕾、羅明才進行處分，停止黨權一年。費鴻泰隨後宣佈退出國民黨，不希望因為個人關係，影響到馬英九的選舉及國民黨的形象。他還說，如果此事導致馬英九落選，他不排除結束自己的生命。

Dalai Lama Calls for Tibet Investigation

The Dalai Lama said Sunday that there should be an international investigation into China's ongoing crackdown against protesters in Tibet.
Speaking from the base of his government-in-exile in India, the Tibetan spiritual leader said that "some respected international organization can find out what the situation is in Tibet and what is the cause."
He also expressed concern that the area's ancient cultural heritage faces danger.
The protests led by Buddhist monks against Chinese rule in Tibet took a violent turn, leading to the crackdown by Chinese authorities in the region's capital, Lhasa. Chinese state media has said 10 people have died, while Tibetan exiles have said the figure is much higher.
